Somebody negative repped me with this comment ":)" which did warm my heart a little bit. How much rep does one need to spread before we can start double repping folk? I swear I've given rep to almost everybody on the forum.
I think people like to leave negative rep because they can do so anonymously. 10 seconds with the usergroup control panel could change that! C'mon Melf, enable users to see who left them rep and/or disable negative rep!
To be fair, I think anonymity is the best way forwards. The last thing we need is sustained campaigns of negative rep reprisal attacks. Although it would be very interesting to see who has been giving the positive and negative rep...
Getting rid of the neg rep altogether would be for the best though.
Some skater kids could find the board and suddenly 17daysolderthannes would be screwed j/k

I think the grey rep is the child of a class system:
Users who are worthless subjects, meaning they have to few posts or too little rep, cannot give us great people negative rep.:)

Joe Redifer has much Rep Power; but he has repped me positive not long ago, so he would not be able to rep me again just now.
