But both the 3DO and Neo Geo were completely region free, the only difference being specific region coded games would play in different languages (sometimes). As was the Sega Master System, European games can be played on any Master system without any modifications. But if you look at the Neo Geo, if you have an American system, a Japanese game will play in English, not in Japanese. So there are absolutely no disadvantages to importing for, say, the Neo geo, only that it costs a fortune to get an American system which are far rarer than the Japanese ones.
... and to think the major difference here is simply the label on the carts or the bios in the system. Of course the only one of those that really matters is the bios and $40 and some elbow grease will take care of that.
Anyway, we're dreaming here so who care if "region free" is impossible? So is just about anything else going on in here. Logistically speaking, yeah, it's going to be hard to pull off a 100% region free console these days, but it's fun to dream, right?
but back then the only difference memory wise was a few kilobytes if that of text, etc. Nowadays with voice acting, etc. it wouldn't all fit on one disc (most likely). Otherwise, I don't know why it wouldn't be coded to work on all players. I've heard the Japanese PS3 doesn't have lockout...
The PS3 has no region-lockout worldwide, unless the software publisher specifically wants it for his game; which has not happened (or at least not often) so far.
No region lockout is absolutely possible, if you want voice acting in your language you can still wait for a localized version; but if you donīt bother you neednīt.
Biggest problem would be the matter of Sega Europe wanting you to buy Sega Europe stuff, not Sega of America-stuff. But that is an internal problem of the companies and can be solved internally, as it is now. It works with handhelds since forever anyway.
Most people will still buy their regionīs versions, as most are no hardcore gaming freaks and buy not in specialized stores.

No, not really; important thing is: you still get a hardware to plug and play. All other OS and homebrew stuff would be optional, and more in the way of how a DS-flashcart like the R4 works; showing you a new OS that is still enabling plug n play with only 2 button presses.
I would NEVER want something that hurts compatibility, so no additional RAM or new Gfx cards.

it happens all the time... highest numbers mean the system would be appealing to developers, and what you said, while its fun, it will maybe see some small scale homebrew dev... today's programmers are lazy
My dream console would be like a super 2D power-house system.
I just want something that would play any game, use any controller, have all types of audio and video outputs, play Mame plus all all other emulators, shoot pudding out all 25 of its cartridge slots , and transform into a robot and breakdance.
IDK about my dream console, but I would love to see SEGA put out a decently sized handheld system capable of playing master system, megadrive, saturn, and dreamcast games. I wouldn't really want it to be small like a psp, I would want some meat on it, and some kickass stereo speakers with a large HD screen. Should be RGB ready to hook up to a television. Would have an options menu to adjust the overclock region code etc. Should have built in spotlight, mariner's compass, tv antenna, hidden compartment for hiding contraband, radio, wireless internet card, nightvision/infrared, digital camera, alarm clock function, ipod, and should shoot official SEGA brand shurikans. And instead of a carrying case it should have telescoping-coil armor like the batmobile in batman 1 & 2.
