no they didn't the ports of Bionic Commando were made by Software creations, Salamander was made by Imagine and released by Ocean, Super C on the Amiga was made by a canadian company called Unlimited Software.
I can't think of one C64 game made by Sega, I can however think of a good 10-20 Sega arcade ports programmed by Ocean.
The Japanese wouldn't touch the C64 or Amiga with a barge pole, 99% of the Japanese arcade games were ported by people from the UK, and the Japanese companies didn't seem to care how the ported versions turned out either.
I guess that you did still kinda' get the Japanese experience on the micros but only in a second hand way, which sometimes worked out and at other times was awful. You also need to remember that you'd only get Japanese arcade ports, no original software (most Japanese people probably hadn't even heard of a C64, they were too busy with the plethora of Japanese computers such as the MSX, Sharp, NEC PC or Fujitsu FM) this is why there are so few (if any) JRPG's on the C64.
