I've never really played any games with shonky dialogue. The worst I can think of would be Shining Force, but at worst, thats bits of storyline being chucked out in translation.

Wow, "Samurai Shodown" does have some downright horrible/funny dialogue!
"No worthy Adversary was found in Japan. No Warriors, only sushi..."

"Who ever defiless (sic) the body, nature shall feel my wrath!" (poor nature!)

Tales of Symphonia is by far has the worst writing I've heard in a game.
You know the infamous Zero cutscene in Megaman X4? Yeah, take his dialogue in that and turn it into a game. Non-stop bitching about how Lloyd can't save anyone or how it's all my fault or blah blah blah I hate myself.
Fallout 3. Love the game, but a lot of dialogue is aweful.
It's difficult to find something that beats House of the Dead 2.
