The scaling continents during the Final Fantasy Airship levels look very much like that. You even have clouds (in FFVI) floating above the scaled ground below.
Not the best example, but at the 4 minute mark you can see one of the mode 7 overhead views for Final Fantasy VI (Japan), or Final Fantasy III (NA).
It's because the effects look somewhat similar that Square used the "Axelay" effect for the airship scenes in the Wonderswan Color port of FFIV. The Wonderswan Color doesn't have any kind of scaling or rotation hardware.

Apart from the interpretations of the coin-op's music and voices unique to each console, all the 16-Bit SF2 ports shared the same graphics, animation count and resolution (though not color count, and to a lesser extent detail and backgrounds, the latter especially in the SSF2 ports)
Although they are all running in similar resolutions (the SNES version is a pixel shorter), the Genesis version has something like 8 pixels of extra viewing area along the top. It's noticeable and gives it roughly the same proportionate viewing space as the arcade.
