People get caught with "4:3" because of how 16:9 on DVD and such uses analog compression for a wider screen, thus also changing the pixel width(you don't need to use the PAR value directly because 16:9 is a stretch of an already known PAR) What you guys are talking about is PAR. Pixel Aspect Ratio. It's the ratio of width and height, of the pixel itself. Not the dimensions of your SDTV set (which can vary somewhat - internally and externally). Also, vertical resolutions between the SNES and MD (and PCE) *do not* effect the PAR. It's the same pixel resolution vertically, just with clipping. Don't scale the snapshot res up to 240. Instead, pad it (and/or center it).
