Not for Sonic to be slow, but for the game to not be an on-rails, never-stop turbofest. I'm not sure how you played the 16-bit games, but myself, I never did speedruns or just bolted through the level as fast as possible (I only did that for the Adventure games and Unleashed). I liked the smooth, responsive controls, going through loops and twists was cool, but what those games also had was excellent platforming too. Tons upon tons of platforms going higher and higher, lots of secret areas, and the paths were so free-form that it's hard to play the levels the same way twice. Not to mention, if you slowed down, there were plenty of neat enemies with different attacks to fight. It was a mix of both fast speed and classic platform action.
