If you are talking Genesis games only, then "Hyperstone Heist".
I like Captain America and the Avengers although most people bash it. Then you have the Golden Axe games. There are several others. Stay away from Double Dragon 3 though.

Any Battletoads game you can get your fingers on. They are not the cheapest games (at least here in Europe) but worth every cent!
Bare Knuckle 3, Golden Axe 1+2+3, Hyperstone Heist, and Battletoads are excellent! Especially Bare Knuckle 3 and Golden Axe 3!
There's also a Sailor Moon (!) game, Captain America and the Avengers, Two Crude Dudes (aka Crude Busters), Growl (aka Runark), Battletoads & Double Dragon, and Double Dragon 2 on my list of interesting side scrollers, but I've not yet played them enough to really recommend them.
I'd avoid Double Dragon and Double Dragon 3 for their unbearable music alone.
Since you've mentioned Maximum Carnage: There is another Spiderman game (Separation Anxiety), a Power Rangers: The Movie game, and a super hero / genre parody called The Tick, much in the same style (acceptable graphics, repetitive gameplay).
The Punisher should have been good but I heard it's not. Capcom USA outsourced the port to Scultpured Software (who also did Maximum Carnage and Separation Anxiety).
On SegaCD there's Final Fight CD and Sengoku (a port of a NeoGeo game), plus the Sega Classics Arcade Collection feat. Streets of Rage and Golden Axe.
There are two Chinese originals that are worthy of being mentioned: Yang, which looks awesome but suffers from terrible timing and delayed controls, and Shui Hu Feng Yun Zhuan which is pretty much perfect in every way.

Punisher is pretty good, I would recommend it if you can get it cheaper than $20.
If you're looking for recent beat em ups, try Guilty Gear Judgment on PSP/PSN.
Capcom Collection 2 has some quality beat em up's on it, if you want a recent release.

Comix Zone is the best Beat 'em up on the system if not THE best game on the system...

Yes, it's a Master System game, but you can play it on a Genny with a converter (unless you have a crappy Model 3 system). The game is utterly bizarre - you're a cute, gun-toting duck fighting absurdity such as deer heads, sumo pigs, etc. Cute. Easy. Hilarious.
Speaking of weird games, we can't forget Mystical Fighter for the Genesis. The only kabuki-themed beat 'em up is worth playing for that reason alone. You can buy a copy for abou $8 - or 16 bits. Ho ho!
