Actually I read an interview with him somewhere (and pretty recently) in which he said that Exile 2's difficulty was a mess-up on their part. They had intended to alter the difficulty, but not to the extent that they did. Something about accidentally coding something to increase exponentially instead of linearly. It was discovered right as the game was about to go out so they just said "fuck it" and released it as-is. Supposedly, they weren't even sure if it was possible to beat the game in its state (and they still released it like that, what douchebags), and Vic was "relieved" a few weeks later when he finally found out it actually was possible to beat.
