In the case of MM1, according to the doccumentary included in the GC MM collection (and several online articles), they screwed up with the timing of the MM1 release at soem point, and literally had to have box art made in under 24 hours, the artist had very little information about the game, and hadn't seen the Japanese cover or concept art either. Hence it being both inaccurate, as well as rushed/low quality. (in that situation, IDK why they didn't just use the Japanese artwork, I know marketing would have wanted it "westernized" but given the situation, even that should have seemed apealing to management...) Maybe there wasn't time to even send over compies of the Japanese artwork.
However, I'm not sure what the excuse for the MM2 box is (or the weird European one for that matter).

What's a miracle is the game still managed to sell with that boxart. What's even more amazing is they stuck with the crappy box art because it was tradition!
Why couldn't they use the badass pictures from the NP covers?

I can't seem to find an image of the one with Mega Man and Rush... think it's MM3.
