Supposedly in order to get S-video on a 32X would be to replace it's video transcoder with one from a genesis 3, although no one has done this yet as they don't want to render a M3 genny useless

32X uses a custom RGB over/underlay + video encoder chip, no way you can toss it out.... the hardware manual given to developers suggest there's S-video, but I've yet to look into it.... good news is that I've been messing with my 32X lately...
If it only happens on certain effects used by certain games, then that to me spells "artifact of the specific game". It doesn't sound like it has ANYTHING to do with the Hardware.
You guys had me all freaked out about this for nothing! When I'm standing in front of the waterfalls in the first Act of Sonic the Hedgehog I see some 'rainbow artifacts'... but NO WHERE else in the game.. and I don't see those artifacts in any of the other 27 games I have.
Guys, it's called an Engine Artifact.
Just because a certain game on the PC has graphical issues doesn't mean there's something wrong with the hardware.
It's an issue with certain games, and so far I've only seen it on the bloody waterfalls of STH.
when playing sonic i don't stop and look at the waterfalls , i just fly through lol , hopefully i don't have to change any caps on mine or my sega cd for that matter

I wasn't aware that the Model 2 Genesis (rev 1.8) also had issues with rainbow banding. That all changed when I played Sonic 1 yesterday and noticed the banding on the waterfalls. I'll either box it or purchase another 32X depending on how anal I am.

I definitely get it on my "HD" Genesis through composite. It's not really visible on my preview video (below), but I'm going to go into banding specifically on full analysis of the new HD Retrovision cable run. Expect something in the next month or so.
