A sharp drill bit & a very small modeling knife.
Just replace the systems model 2 multi-AV out.
The Mega Drive was far inferior to the NES in terms of diffusion rate and sales in the Japanese market, though there were ardent Sega users. the technical term is a "hole saw", though I'm not sure if they actually make them in sizes small enough. Actually, a plain ol' large drill bit could probably do the trick, but I would imagine a hole saw would be a little cleaner since it can't mill the sides after it makes penetration (penetration, tee hee). I'd only shell out if you were planning on doing a bunch though, it probably wouldn't be very cheap.
Any other cheap ideas? Drill is nice but it would be a waste of money.

you don't have a drill at all? everyone should have a drill. You can get a cheap hand drill (just kind of a flashlight-looking thing but with a drill chuck rather than a light at the end) for like $10-$20.
Why would you debate between using a drill and a soldering iron...
You'll ruin the X'Eye and the soldering iron tip. BAD idea.
It will look like a plastic anus rather than a clean cut hole.
Do you plan on using an HDTV or a CRT ?
IF you're going to hook it up to your HDTV you might want to consider a SCART to HDMI converter. That's the much better solution than using S-Video.

The first time I did a MD mod myself I burned the holes through with my soldering iron and used a file to clean them up, now I use a dremmel.

Also, you should invest in a drill, it's just one of those things every household should have. Most drillbits will go through plastic (just avoid some of the specialized one like the concrete drilling bit because they have a different shape that would make it hard to use on a small object). If in doubt just read the packaging on the drillbit, they usually list what materials it's good for.
