Simple, they're too old. The same reason they don't carry Xbox, SNES, Nintendo 64, Saturn, etc. etc. The games are too old for the average person to buy on a regular basis. It's why they phased them out.
Gamestops will usually carry a limited selection of Xbox and Gamecube stuff, a whole bunch of PS2 stuff as the PS2 still has a few new releases every once in a while (Wii ports!). It feels like they linked the Dreamcast with the PS1 and N64 rather than the PS2 and so on, and pretty much all of that software has been phased out by Gamestop.
We used to have two FuncoLands in town before Gamestop took over, and they had EVERYTHING. I miss those days. You just need to look around for a good retro shop in your area. I'm sure somebody has picked up Gamestop's slack.
What games are you looking for?
US Dreamcast games aren't too rare unless you are looking for Sega All Star releases or the like. I could have owned every us game that has come out since, bar a few reisues.

I've still yet to make a 'list'. I'm guessing every Sonic game, some fighters, maybe a couple sports, and hopefully a bunch of cool shooters and platformers.
Suggestions would rock.
To give you an idea, I'm pretty easy to please.
I love Castlevania/Megaman from NES onward and anything of that variety.
Shooters - I'm really easy to please, give me fast play, cool music, and lots of stuff to blow up and I'm happy.
I've got a couple that I frequent... I've picked up hundreds of PC games there for super cheap.

there is an amazing zero gunner 2 cab at my local arcade(longview, tx) fantastic shooter. there is a port on the japanese dreamcast but i dont know how good the translation is. what would one need to play imports on the dc?
I don't play old stuff for nostalgia, I play old stuff because the games are better.

The reason is Game.stop is lame. hehe
They haven't had Dreamcast games for a long time...I'm thinking since 2007. I know because I went in around then asking if they had any in the back and pretty much got laughed at. Needless to say, I haven't been to a game.stop since then.
If you're looking for local stuff, just look up the local used game stores, give them a call and ask if they have any on hand. Couldn't hurt.
You can either install a mod chip or, alternatively, you can use a boot disc. You can either download such software yourself or buy a boot disc (Innovation), and the cheating devices like Gameshark CDX also allow you to play imports.
Having never played the arcade version, I can still tell you that Zero Gunner 2 for DC is freakin' amazing.
