I never really saw Metal Slug as steampunk either, perhaps a bit.. chibi-punk?
with the tiny submarines and tiny planes, kind of an Super Deformed reality but not *that* deformed.
There is indeed a WWII (and perhaps, even, WWI) flavor to the whole mix. The idea just struck me after just finishing Metal Slug 7. It is very anime (cutesy) oriented, with outstading hand-drawn graphics all-around. What deters me from such a concept is that most of it plays homage to the vietnam war, rather (i.e. the prisoners you rescue). But there are indeed some steampunk elements in the manner in which some of these battletanks and "slugs" are drawn.

What about Steel Empire and Rocket Knight Adventures? At least more so than Metal Slug.
What is the game in the second pic? I'm not familiar with it.

I can't believe anybody would not notice the German WWII theme to the Metal Slug series. I think you all should replay the first Metal Slug game, right now.
