They don't need your billing info for that. You have to make a new user account on your PS3, but all I remember them asking about is your street address/phone number.
Since they are 13/10, you should be able to create subaccounts for them in one of the account information options.

Im pretty sure you need to put cc info in for free accounts too, it means you can buy game add ons without having to enter anything. A pretty bad design floor since some spoilt kid could ransack a credit card with dlc without putting in a pin or anything.
I don't remember putting in any credit card info when i made my three PS accounts. (usa/jap/euro)
Now, I set up a PSN accout for a friend(he's 10)
I think I goffed up..Now he can't play Call of Duty MW 2 online with his friend

10 year olds shouldn't be playing realistic war games anyway, they should be watching Disney and playing Mario.
(totally serious here, when i was 10 i played with toys and watched cartoons, i didn't watch war movies)
Because even though its a "game" its still about war, maybe when he's 15, but 10? Jesus thats just bad parenting.
