The Mega Drive was far inferior to the NES in terms of diffusion rate and sales in the Japanese market, though there were ardent Sega users. But in the US and Europe, we knew Sega could challenge Nintendo. We aimed at dominating those markets, hiring experienced staff for our overseas department in Japan, and revitalising Sega of America and the ailing Virgin group in Europe.

Then we set about developing killer games.

I think he was going by US/WW release dates... except Duke 3D wasn't ever WW.

However, if you go by JP dates (or JP dates plus other dates if not released in Japan or released earlier in other regions), you should start with 1988.

But in the case of Shinobi, it was released in the US and Japan in late 1989 it seems, but not WW/Europe until 1990. (would have made a great pack-in/bundle option for christmas of '89... not to mention Castle of Illusion the following year -but we've discussed this before -and the latter would have been Kalinske/Nakayma's decision not Katz's)

The best game of 1988 would be Altered Beast. I didn't list it because it's not really a favorite of mine. I'd list Alex Kidd but it wasn't released until early 1989.

And yeah, a Castle of Illusion pack-in would have sold like hot cakes.

Going off that list of release dates—

1989: Revenge of Shinobi (still a great action game)
1990: Phantasy Star II (my favorite of the series)
1991: Golden Axe II (again, my favorite of the series)
1992: Kid Chameleon (I loved this game due to the variety and length)
1993: Streets of Rage 2 (my favorite beat-em-up of all time)
1994: Earthworm Jim (the only title on my list that isn't 1st party. I hate to be cliché, but it was a breath of fresh air when it was released)
1995: Ristar (selection is starting to get lean. A good platformer)
1996: VectorMan 2 (I'm not a huge VectorMan fan, but this was the best of the small number of titles released in '96)
