Actually, 2 recently sold on eBay, one beat up but still sealed, and one in pretty much perfect condition, except 1 small slit in the plastic. They sold for $250 and $299 respectively, so it isn't actually valued that much more than CIB copies.

That's very surprising, since I've seen regular CIB copies go for $200 alone. Why does the sealed version not bring much more?

From what I've seen, sealed collector's seem to be pretty particular about the condition. Any type of rip in the seal will significantly devalue the game. A crack is even more significant because you can't even really consider the game to be mint. The only thing worse than a crack would be loose discs, in which case you'd probably be better off just opening the game.
