I'd say that the T7350 is better for being cooler, a smaller die size, and having a higher bus speed. The only advantage I can see in the other is the cache. I know nothing about either aside from the chart you have shown, including price differences. Have you looked at the comparable AMD CPUs to compare price at least?
You will want to avoid intel integrated graphics if its not 4xxx series chip.
Hrm, I'm sensing a distinct lack of Blast Processing from either chip.

If you have narrowed it down between two laptops with the same video card, look at expandability options and total RAM. Then look at warranty time.
Actually, check several mass market web pages for consumer reviews of the same laptop model. Ignore the obligatory "Mine arrived dead, or broke in three weeks" reviews unless they are more than 10% of the reviews.

I was going to lean on the second one but i'm having second thoughts. As it does come with a blu-ray drive but I can get one of those for 60 dollars or so on ebay but it can be upgraded to 8GB of ram. Plus that price have shot up quiet a bit and the damn thang may not even work.
Unless you are doing photoshop or rendering, you won't see any difference with 8GB of ram over 4GB. Trust me.

Too bad Intel is strong-arming netbook manufacturers not to carry the AMD chipset, which is vastly superior to Intel's shitty Atom (Competition vs monopoly is something that will never be ironed out). AMD Ontario early next year should prove interesting. The single-core Neo already performs on par with P4 3.0GHz.

The P7350 is marginally better. Things can be fairly simple when you want them to be.
