Well it still is a fun game, thankfully. But to me, the lack of water-splashing effects makes the characters look like they're walking ON TOP of the water in those stages... So to me that alone makes it look incomplete, if nothing else...

I also had great fun playing SOTB2.
Come on, plenty of reasons are in this very thread.

    South of the Border 2?

Sitting on Tons of Basketballs 2?

    Slicing Open the Bitches 2?

    Saliva On Toasted Bread 2?

    Slapping Old Tired Bastards 2?

    Shooting Off Thermal Ballistics 2?

^I'm unfamiliar with "SOTB2" but the acronym sure is promising.

Ha thanks. Shadow of the Beast 2 is pretty good though. I just couldn't think of what "SOTB2" meant, for the life of me.

The point I was too lazy to express was that I highly doubt Nintendo had an exclusive agreement with Capcom and Konami regarding specific games.
If anything the games you mentioned were not released because Sega had a comparably small share of the market prior to Sonic the Hedgehog.

In addition both Capcom and Konami were competitors to Sega in the arcades, and both made very decent money with their Nintendo games.
The Mega Drive was far inferior to the NES in terms of diffusion rate and sales in the Japanese market, though there were ardent Sega users. But in the US and Europe, we knew Sega could challenge Nintendo. We aimed at dominating those markets, hiring experienced staff for our overseas department in Japan, and revitalising Sega of America and the ailing Virgin group in Europe.

Then we set about developing killer games.
