Japanese girls are getting larger busts where they DON'T eat a traditional Japanese fare. Basically, Japanese are short and flat because they don't get enough nutrition during the most important phases of growth as children. In areas of Japan where they now eat a western diet (especially around Tokyo), children show the same average heights and weights (good and bad) as US kids of the same ages. That's why you see more Japanese sports stars in the west now compared to previous years - they're getting a good enough diet to grow large enough to compete with athletes from other countries like the US. It's why many current JAV stars have much larger natural breasts as well.

Now if they can avoid going too far like many Americans... there's definitely a weight problem in many different industrialized nations today. Too much sugared soda with no corresponding exercise.
