I'm sure people have seen this but I just found it so I wanted to post it. All these years I thought SF II on the PCE was a cd rom game and turns out its not. I feel so stupid.

The PCE port of Street Fighter II' is great. I recently bought an arcade stick that works with my Genesis, SNES, and PC Engine and I've been playing it again recently. Prior to buying that stick, I had an avenue pad 6 (the 6-button PCE pad) and it wasn't that great - the button layout is similar to a genesis 6-button pad, but the spacing of the buttons seems odd and it's not that great to grip. However, with a real arcade stick, the game absolutely shines. Every bit as great as the SNES or Genesis ports. It lacks a speed option, and the backgrounds don't have paralax (although the ground does), but beyond those two naggles the game is impressive as hell.
Yes it comes on a standard Hu-card (there is a lump of plastic on the end where the label is, but it's just for show, that lump doesn't contain any special chips or anything). Excellent port, one of those ports which really makes you proud of the PCE.

That's because it's a port of Champion Edition, which was the same speed as The World Warrior in the arcades. The faster speed wasn't available until Hyper Fighting, which was the next version of Street Fighter II.
I usually prefer playing Champion Edition, because I am not as good at the faster speed of Hyper Fighting, which also just seems pretty unnaturally fast to me, and ultimately just feels tacked on (which it is in this case). Most console ports of Hyper Fighting had an adjustable speed option, but at that point I'd rather just play Champion Edition instead because I really only play the PSX versions anymore due to them being much more accurate ports. The arcade (and PSX) version of Super Turbo has selectable speed settings in the character select menu, which is better than Hyper Fighting's forced speed, so if I want faster gameplay I'll just play that.
The lack of speed option kills the game for me. Sega was smart to hold out after Capcom tried to F-them with their exclusivity deal.
