Assuming it's not a fake, this looks interesting - it's an earlier version than the .bin that has been floating around the Internet since 1999. From what I can make out, there was quite the sum of money involved in obtaining this - whereas all Simon Wai had to do for the 1999 version was download a .bin from a Chinese webpage
(funnily enough the paedophile that ran Sonic Cult 'found' Sonic Crackers the same way. Now it's on Sega of Japan's game download service - how odd.)
