I think you're confusing "from scratch" and "produce a reproduction cart" which is a completely different thing. Reproduction involves using donor parts and replacing the old mask ROM(s) with (an) EPROM(s). To do that certainly would have a $100+ start up price.
Now to make a Genesis cart from scratch, I'm not even sure where pricing on that would start, but I think it'd be reasonable to expect it to not cost less than a quadruple digit number.
I think this was in the discussion with the Phantasy Star Genesis repro, where we mentioned you'd need a custom PCB so a donor cart might not work.
Regardless though, making cartridges in small numbers costs a lot.
Especially when the combined size of the PCBs in that cartridge rivals that of a typical home console... Not to mention the expensive plastic shells, the PCB and IC design, the development team employees, the company's profit margin so they can keep producing more products and games, etc...![]()
