Since everybody has already hit on some of my favorites I'll do a few that haven't been suggested yet I think.
Revenge of Shinobi: Make Me Dance. Really, the entire Revenge of Shinobi Soundtrack running off a 1st gen Genesis 1 is the best there is.
Streets of Rage 1's soundtrack was awesome as well, in some ways I like it better than Streets of Rage 2.
