Ikaruga sucks.
its definately not the best shmup ever made and is very overrated, it's not a bad game just not worth the high prices.
I couldn't tell you what is, but it isn't RS. It is a good game, and is one that you'll practice over and over again to get perfect at, but if it had been by some no name dev it wouldn't have recieved half the hype or become anywhere near as valuable.
Why yes, R-type III is one of the best games ever made.

I second Gate of Thunder as best horizontal shmup ever made, and the best shmup of any kind in my book. Loved that game. I'm more of a horizontal shmupper, so it's no surprise my favorite shmup would be of the horizontal variety.
I've played Radiant Silvergun in emulation only, and while I thought it was a good shmup, it didn't blow me away (pardon the pun). Of course, neither did MUSHA when I first played it, and it's probably my favorite vertical shmup.
MUSHA and Raiden are far better than Radiant Silvergun.
Bullet hell shmups with a bazillion enemies and obstacles are boring as all hell, I can't stand them. I prefer games that require a bit of strategy.
MUSHA really is a MUCH better game...and when it comes to the saturn I would even argue Galaxy Force is a better game. But that's me.

Sin & Punishment on N64 is Treasure's best shooter, IMO. Radiant's a great game but overhyped.
Coincidentally I recently got the demo for the XBLA version, and TBH I didn't like it very much. I prefer Ikaruga much more than this one.

I don't believe there is such a thing as "the best ever", this seems like an emotional appeal to me. From what I have seen of Radiant Silvergun it is a somewhat unique overhead shooter with probably one of the best uses of the Saturn's 2D capabilities and some rather blocky 3D overlays. It gave me a similar feeling as Ikaruga, I like it but haven't played it much.

I wouldn't say it's anywhere close to the best shooter, but it's a damn fine game. I think RS and Ikaruga are really popular with people who aren't really shooter fans, while the hardcore shooter fans seem to dislike them.
My personal favorite shooter right now would be Deathsmiles, but I'm still a shooter noob.
