MM 2 no contest(the best stage designs, and the best/most useful weapon selection in the entire MM series, not even just out of the nes MM games).
I don't know... Quick Man's laser section has pretty questionable design, as it requires either a weapon from another boss, or memorization. The disappearing blocks in Heat Man's stage get like this too, when you have to start making the jumps and memorize them while jumping over lava and a large pit, and eventually some start spawning over your head, which means even if you get the rhythm down, you have to anticipate them throwing a curve ball at you like that. The disappearing platforms aren't an issue from a design standpoint earlier on, as you get the opportunity to watch them and memorize their pattern.
Same thing occurs in X5 and it's equivalent in the Sigma stage. Though that also leads to X5's problem of rehashing things from earlier games, be it music, bosses, and even elements from the classic series such as the Yellow Devil and the aforementioned Quick Man lasers, which frankly have no place in the X series like they were used.
The only other original Mega Man games I've spent much time with are 3, 8, and Mega Man and Bass. I don't recall much from MM&B, and it's been about a decade since I've last played Mega Man 8, so I can't remember the level design from that game. I have to say I don't recall such a strong element of memorization in Mega Man 3, though I haven't played it all the way through yet. I think I've just beaten the 8 bosses and haven't played much after that. I'm really more of an early X series fan.
I'm also not arguing that the rest of the levels' design isn't great, nor that it's impossible that the one could consider the rest of the levels so well designed that they make up for any perceivable flaws in the aforementioned levels. I'm merely trying to analyze and be critical of the level design for the sake of discussion. I agree that there are many great levels in Mega Man 2, though I don't think I'd put it at Mega Man 3's level, as I think the latter has the edge in overall design due to lack of unfair sections which basically require deaths for first time players.
In terms of which I like better between 2 and 3 may change on any given day of the week. That's how powerful my nostalgia is. I just don't want to say something is necessarily superior to another based on personal preference, as I like to separate quality with preference as best as I can.
I like the robot masters from 3 better than 2.
those lasers in quickman's level were hell to get past.
Megaman 2 was amazing when it came out, but Megaman 3 is my favorite. After that game it got cheap and relied too much on using the Buster.

Megaman 3 or 4.
IMO 4 has better music than 3, but 3 has better feel.
I just love Dustman's theme, but at the same time I love Wily's castle levels in MM3
I'll go with MM4 just to mix it up a bit

I don't really know about "best", but I have the fondest memories of the original. It was the most demanding and satisfying to beat, and made me a better video game player. Plus I like the fact that it's a bit cryptic and rough around the edges, and has a distinctly different flavor from any of the others.
Basically, I'd rank them in order: I really liked 2, enjoyed 3, didn't mind 4, thought things were getting pretty stale in 5, and never did finish 6.
