When overhead has forced scrolling I would put it in the shmups basket, if not then rather run'n'guns.
Rockman games aren't any less r'n'g to me than Contra or such are. The more platforming the better, just holding right and shooting gets old in a while :P

Would lethal enforcers count? I mean, it's the only game I know where you actually carry a physical gun to shoot enemies.

Yeah, although I do indeed love me some Lethal Enforcers. I'm surprised no one has mentioned Doom Troopers. It wasn't great, but it wasn't the worst things out there, and I am sure someone had some fun with it.
