PC version runs at 60FPS. Looks the best out of any of them.
The content it's lacking is Metal Sonic & Outrun stage from the console bonus editions, but they'll show up as DLC later, along with some more characters AFAIK.
You get a lot of drifting and boosting in the game play. Longer drifts, more powerful boosts. Throw in reward boosts for stunt flipping off jumps or to dodge close obstacles. It's very intense and competitive. The weapon items only add to the depth, allowing the leader to avoid a swarm weapon that sets up road-blocks or allowing players to keep an eye on other player's close range positioning in front of or behind them. Whatever weapons they currently have stocked show via their HUD icon on the the screen when in range.
This game is seriously worth double dipping and buying on multiple platforms. I got it on Vita and PC, next week I'm grabbing a 4 pack and picking up the 360 version. This game was made for us.

Now I feel a little bit guilty for not purchasing the game. I've watched a few reviews on youtube and I've yet to find a person who has any real gripes in terms of gameplay.
And this is the first time I am hearing that there is a Burning Rangers and Panzer Dragoon stage. That information has got my brain buzzing like a bunch of bees protecting a hive full of honey!

The game is great, but not without a few clunky parts. It's very polished and superior to the first Sega Allstars game in every way.
People completely alien from the Sega brand, people who might have grown up with only Nintendo won't see the huge amount of fan service in this game. The tracks change with each lap according to their theme. The music is remixes of classic themes. If you like Kart games, and you like Sega at all. You'll appreciate this game.
I love that the Space Harrier theme can be heard on the AGES track. Also, if you look carefully you can find a Segata Sanshiro cameo.
Okay that Golden Axe stage has just settled the issue for me. It looks like I'm going to make like Winnie the Poo and dip my hand into that golden sweet honey! Ha ha ha!

Just pay attention to the game's forums on Steam if you're going to buy it.
It is completely broken for some pissed off users, but Sumo is working on fixing it.
Some AMD 3000 series GPU drivers are broken.
Multiplayer uses Steam's voice chat which is defaulted to be always on. They need to add a Mute function.
Some users have online connectivity issues.
You need to use a work-around to emulate the 360 pad to get some common game pads to work. (Typical for PC gaming, not typical for Steam games sold with full controller support.)
