According to SEGA's Q3 report, a new division called "Sega Entertainment Corp." was established last October.
There's zero information on what this is or what it entails. It could be Arcade related, but zero information is available about what exactly it is.

Sega Entertainment Corp is just a consolidation of their Entertainment Divisions (as in Arcades and Amusement centers). It says so right in the Q3 report.
Nothing in what you linked says anything about Sega ORBI Enterprises. As I've said before, it's most likely an amusement center and the Orbi Logo is for the equipment and merchandise.
We understand it's a trademark, we just don't agree with your conclusion. It's more than likely an Amusement Center.
And Kabushiki Kaisha Sega is Japanese for Sega Corporation. I guess that kills your theory that they are retiring that brand. Oops, looks like they are still using it.
More markets, more money maybe... but why the hell would they even care about "defeating" the playstation?
Wouldn't it make more sense, as a company... an entity designed to make money... to do things that have a high chance of being.. profitable? Not to enter into a market rife with competition and uncertain capabilities to generate money? A market they had tried with some success, but ultimately failed at already in face.
They have become profitable not because there was some super secret plot to lay back and wait, like a cobra ready to strike out at the unsuspecting market.... No, they are profitable because they got out of the console manufacturing business and started making choices that made them money.
I may not like what they have done or simply not done with some of their IP.... but there is no denying they avoided complete financial doom.
What valve is doing they can do because it's valve, and every damned pc gamer knows who they are and what steam is. There is no guarantee it will take off, or be anything more than another class of PC's to game on. Could be huge, could be a flop, and valve isn't going "all in" and risking it all either... If it flops, no biggy, it's still steam, and the application/games still work on the PC just fine.
Creating a whole new hardware ecosystem (a stand alone console) from scratch, with a tarnished reputation... not so easy. Look at Atari. They tried a comeback with the Jaguar in a similar situation... didn't go so well.
I wonder if MrSega ever tries to venture outside of trademark websites. I can't even read Japanese but have found something interesting. Apparently that Sega is developing the arcade side of the PS4, and supposedly will be announced at JAEPO. I guess you'll have to wait 9 days to find out.

SEGA has been out of the hardware business for a long time. They sat the entire 7th Generation out and managed to completely survive and recover from the Arcade market crash of the mid/late 1990s.
SEGA has also returned to the days of profitability. Back in the 1980s-1990s, SEGA had very modest capital. The idea of the "ORBI" brand is to gain profit outside of gaming. But not getting back into the home consumer market simply doesn't make any sense for them. Remember, SEGA is NOT a game software company. They are a Arcade company. The largest in the world. Unlike Atari, SEGA is now better managed,better organized, and best of all profitable. Atari Corp/Atari Games went down in 6 years because they getting hardly any business. SEGA survived the period of 2001-2007 unscathed.
SEGA has always been an Arcade manufacturer and has ALWAYS had superior Arcade technology over other Arcade vendors. Their Arcade machines are always a focal point for them to introduce their cutting edge tech to a wider gaming audience. Not everybody plays Arcade games, SEGA can't just keep building Arcade machines who's technology is not utilized in the home consumer market. SEGA isn't Capcom,NamcoBandai, or SqaureEnix. They are bigger and more profitable than all of these brands.
SEGA's console history is misunderstood. But its up to them to set the record straight. Many people believe Dreamcast was a failure and that only Genesis was successful. SEGA can't just sit by and let their console legacy be shitted on. It makes little sense. There's also a large base of young gamers either too little or weren't around when SEGA was in their heyday. Many of these people think Nintendo owns SEGA or that Nintendo somehow has the money to buy SEGA. They are oblivious to SEGA's past consoles, don't care for Dreamcast and see SEGA as nothing more than a small publisher, most of them were dumbfounded that SEGA brought Relic and THQ Canada.
Then there's SEGA's older base. Most left SEGA during Stolar's reign and were the sole reason why SEGA couldn't turn things around during Dreamcast. Many of them flocked to Playstation, many of these same people seeing SEGA bouncing back will have a since of elation to support SEGA once again. Many of them are giving up on VITA, abandoned Sony during the PSN hack and are fully aware of the worsening situation for Sony financially.
SEGA also needs to do some cleaning house in regards to the Sonic fanbase of today. It's too diverse, and filled with both too many furries,freaks and people who couldn't give a shit about SEGA. They DON'T Care about SEGA, one way or another. They just want their Sonic fix. And try to control SEGA, they believe if they whine and bitch about enough of anything, SEGA will give them what they want and make any game they want or add any character they want.
These people offend me. They have no right to call themselves "SEGA fans".
SEGA Sammy or SEGA Orbi NEEDS more consumers, but its gaming market needs to change. Remaining 3rd party does them little good. The never ending barrage of publishing games nobody will buy because its not Call of Duty will drive them into oblivion.
