First of all, there was no such thing as HD games in 1997,Saturn ran at 240p wherereas PS1 only ran at 160. Second, There were plenty of enchancements made to the games in Sonic Jam including, Time Attack,Virtual Instruction Booklets(including the fully colorized Japanese ones.), Spindash in Sonic 1 which fixes the spike glitch & auto save.
I got Sonic Jam in Christmas of 1997. I am blessed that it is still in great condition.

Where the hell do you get your information?
The Saturn supports the following resolutions:
320x224
320x240
(Might not be an official one, but it's what Capcoms 2D Fighters run at)
352x224
352x240
(If I remember correctly Panzer Dragoon II Zwei runs at this)
640x224
640x240
704x448
704x480
The PS1 if I remember correctly supports most of those as well as a lot of lower resolutions and resolutions in between those.
Lol ps1 at 160p? No.
Even some games ran at 480i
Customized Sega Genesis Model 1 - VA3. Energy efficient with buck converters instead of LM7805's.
No, the Saturn does run at 352x224/240, its based on what speed you run the video/cpu clock at, 28.6 MHz means either a horizontal res of 352 or 704, at 26.6 MHz its 320 or 640.

They are cut off because that's still less than what the Arcade runs at. The Arcade games run at 384x224.
And the PS1 versions don't run at 384x224 either. They just use smaller sprites.
It depends on the game. There are games that run at 240p, and there are games that run at 480i/p. There are also games that switch between both.
