Sorry that gets people all up in arms, it sucks that this discussion has become so virulent, no I don't consider PC or Arcade games in the same market as Console games for that generation.
For me, Doom, Duke Nukem 3D, Quake, Red Alert, etc. on the Saturn or PS1 are versions of PC games on a console. Sega PC stuff are versions of Sega console games on a PC. Virtual On on the Saturn is an exclusive version of Virtual On for consoles, meaning you couldn't get it for other consoles at the time. Virtual On for PC is an Arcade game for PC.
As for personal experience, I bought my first PC at a little over $300 in 1996 along with a buddy who was much more into PCs than I was at the time. It was a 133Mhz pre-MMX pentium compatible Cyrix based system that, apart from Matrox Mystique optimized games, rarely played any new PC games at all. I couldn't get the Sonic & Knuckles collection to run at 60FPS for example and had trouble with the music with any driver. The Celeron 300A based system I upgraded to in 1998 had much less problems, but I didn't know many people with a system even that fast until later in the year, aside from hard core PC gaming enthusiasts. Even then, none of those PC gaming enthusiasts gave a rats ass about ports from Saturn that were already dated looking, and sloppily coded, by PC gaming standards. Experientially, I think these were still to be considered Saturn titles on the PC. Everybody, including myself, wanted Model 2 ports to PC, not Console ports to PC. Only Virtua Fighter 2 and Virtual On for PC offered options for this level of "port".
It was kind of sad really, and not even justified by lower system requirements. Anyway, that's how it happened for me here in Texas and that is worth exactly what it cost you.

Quoted for, ah what's the term. Dammit that first link has significant contributions from StarMist, I miss him.
