Capacitors are bad/need to be replaced. Same thing happened to my Streets of Rage 2.

I also have a bad moonwalker. Does the same thing, just a black screen. I tried the cap and resistor replacement as well as some other tricks and nothing. I think it must be a common issue with this game.

I'll probably be putzing around with them for a bit, and if I can't get anything to work I will try and drop the ROM on an extra PCB ala Grind Stormer. The odds of the ROMS themselves going bad is low in my opinion, but the traces on the PCBs could also be messed up somewhere. Who knows, I always like a challenge
If I get any of them working I will try to follow up with you.
Yea I also tried the rom swap. Still did not work. I'm pretty positive it's an issue with the rom itself. If I remember correctly I used a sonic spinball cart as a doner. It was to correct rom type. I hope you have better luck than I did. Please let me know if you happen to get them working. That would be awesome.
