I believe he would like to region mod it (pal/ntsc). As shown recently the asic in a va7 chooses not to play that game.
Edit just tried it. Sat a model 2 va1 in model 1 case. The distance from cart slot to cd ext connector is longer on a model 2. The model 2 board is a bit deeper (catches at the back). Have to move controller ports. It could be done with a lot of trimming to the case. But bloody hell lol!

Anyway I was looking at the two boards side by side last night and it struck me that this might actually be pretty doable.
The location of the cartridge slot and the expansion port seems to match quite exactly, at least as far as my eyeball could tell.
That would have been the biggest issue if they did not match but it seems they do.
Some of the holes might even match, not sure there, If that is the case it would greatly help with aligning it.
Finally, while the controller ports location do not match, the spacing is the same, so I think you could relocate the whole bloc and connect it with wires.
The Ac and AV connectors do not match but this is relatively minor in the grand scheme of things.
What suddenly made this idea interesting to me is that you would get free space in the model 1 case, because the m2 motherboard is smaller. Space that could be used to house various mod circuit boards.
Anyway, still just an idea
Edit :I just measured and while the left/right distance between the expansion slot and the cart slot seem to match, there is about 1/4" differences in the up/down axis... Hmmm daymn
