    Yeah back in the 90's it didn't sell well. However now it's exploded in popularity. The game is in high demand that it's exceeded the supply and prices are going up on it. You can't use the original sales performance to gauge what the demand is now after the Internet has made these games more popular and well known.

    Square Enix actually did reprint some of their PS1 games if I remember correctly. They are still available on their online store. They are silver bottomed discs instead of black bottomed. And doing google searches it looks like they started popping up around 2007ish.

    If you look back over the years you won't find any officially licensed game being reissued after the system hardware manufacturer quits supporting the hardware. Manufacturing or distributing yes, but hardware repairs = nope.

    Some guy claimed he had the prototype cart, and you was playing through with screen shots and all.
    Needless to say he was a pretty good troll, and had either very honed hacking skills or a good friend with some.
    It was meant to be a joke but it got drug out due to users on the forum he was trolling fighting with him to DUMP THE ROM, it was pretty EPIC stuff.

    The Sega 32x and Saturn were 2 of the biggest commercial failures in the history of video games. Why on Earth would anyone want to re-release games for them that didn't sell worth a damn when their systems were actually supported? These games are rare for a reason. People never bought them. Today there are significantly fewer people interested in buying them and you want a company to spend money to reproduce them? That would be an act of charity, not business. And the only people who would be helped by this charity would be retro game collectors, and they comprise <1% of the free market.

    I appreciate your idealism, but please never get into business as you will likely fail miserably.

    Capcom reprinted Gotcha Force in 2012 even though Nintendo ended Gamecube support in 2007.
