Well, the source code for most of those has been disassembled, but it would still probably be a major undertaking to do considering the source code is all 68k assembly. It might be easier to do a Saturn port by attempting to hack one of the games in Sonic Jam.

If it wasn't for the fact that Sega wouldn't find it profitable nor allow it as a free / community effort, the newer 2011 C-based Sonic CD recreation using Taxman's Retro Sonic engine could probably be ported to Dreamcast.

Originally his Retro Engine was gonna be free and get ported to the Dreamcast, but then Sega opened their wallet.

Cant the Dreamcast run emulators effectively? I have the NES one and the Genesis one on the Dreamcast and they work great, how much harder would it be to get the Sega CD on there??

It's been a long time since I was following Dreamcast emulator work, but I was under the impression that getting a Genesis emulator running at full speed on that platform was a bit of a challenge. I doubt Sega CD emulation would run very well.
