For the Fallout example, I think there is a difference between disc rot (problem caused between the disc portions) and what is happening there. If the disc uses the printed "label" as the reflective layer and that is scratched, it isn't disc rot. That's the same thing that happened to my Marvel vs Capcom on Dreamcast, the "label" started flaking in spots and the disc became unusable.
We all should know the true kings of disc life are the Playstation black disc. They don't even look like CDs but just plastic. I have many that are look severely scratched yet work just fine. Maybe that type of disc was dropped because they were TOO reliable!

To the mostly overweight and balding dudes who run pawn shops, it's all the same, it's a CDVDHDBlurayLaserCassetTape thingy. This guy puts them on all of his games so people don't sell his own stock back to him easily, I guess.
Durable? I once found a copy of Alpha Protocol for PS3 floating in water. I pulled it out and the entire label / data peeled right off like a cheap sticker. That's something I would never expect with older discs, but with the sratches I've seen through PS3 / 360 games I wasn't surprised. It's like the stuff is barely sitting on there in the first place. However, I've never seen this with any Wii games.
Leave it to Sega to use a sticker on a Blu-Ray disc. Even the $5 copy of T2 I have sitting in my company truck has an acrylic painted cover.
Either way, the sticker missing has no effect on Blu-Ray playback.

You have to scratch a DVD more deeper on the label side to cause an issue than you would with a CD. You sure that's a real DVD? Seems a little odd. The label is darker so it's likely you would see through it more if the paint started coming off or the disc gets nicked a little, even if the very thin metallic layer is fine. Looks more like the choice of printing the label is why you're seeing anything at all on the other side. It should work, fine. If it doesn't, it's not a real DVD or scratched a lot deeper than you realize. Unless the reflective characteristics change enough to affect your PS3 somehow. The thin metallic layer on discs are so thin a very bright lamp will pass light through the disc if there no print at all. Thick dark labels let less light pass through than thinner, light labels do. Disc labels are printed with either offset printing or silk screen printing.

No PS3 games are pressed on DVD. The dumbass at the pawn shop put a DVD sticker in the middle of the disc for some stupid reason.
