I believe it is probably Gunstar Heroes. I own the game I do not believe it is as great as every one makes it out to be, but hey it is just a matter of taste.

Aladdin, an uninspired meat and potatoes platformer that does nothing to maintain your interest after the first few levels, along with ye average GEMS-quality music. It just happened to have polished, carefully hand-drawn graphics.
I agree with both of the above, then add in Alien Soldier for consideration. Flashy graphics - not the best, even - don't compensate for slowdown, a stupid difficulty level, and general repetition.
Sonic 3.
This is where everything just started to get overcomplicated, and the essential simplicity that was key to the game got lost. With the minor exception of Sonic 3D, the Sonic franchise was all downhill all the way from here - for me, anyway.
Toejam and Earl.
Never understood what the fuss was about the first game. The sequel kicked ass though. Faaaaar better (boom shakka clap!)

All Mortal Kombat games. Awful controls, only difference between characters are special moves and they are very ridiculous with all the blood and fatalities. Music is decent for fighters though.
Also, I fail to understand the greatness in ultr@ r@re games like Twinkle Tale, Eliminate Down, Gleylancer and Undead Line. None of them are nothing more special than Thunder Force IV.

Yeah, I was gonna say Toejam & Earl too. I don't mind that the sequel is "just a platformer" it's way more fun!
Sonic 3 is also a good pick, and I agree about Gleylancer and Undead Line but I think they are too obscure to be called overrated.
I was gonna say Contra, mostly because I still can't really enjoy it with out a Game Genie.
And honestly, I can see why people like Eternal Champions, but I could just never get into it as much.
The Mortal Kombat games. The only thing that sold them back in the day was the fact that they were the first beat 'em ups to implement gore. They're really pretty crap games in general.
Mortal Kombat games: Back then impressing graphics and gore, but bad gameplay.
Alien Soldier: Nice gfx, but with sprite flickering and repetetive gameplay.
Golden Axe games: May have been great at their time, but they have aged just terrible.
Comix Zone. I don't know why I played that game a few times in my childhood. Because these days I realize what a pile of shit it was. You want to talk about an overrated game? There you go!

I remember folk comparing this to Street Fighter 2, which is like comparing oral sex with a beautiful woman to sitting naked in a sauna with six fat naked bearded Polish men. Yea, I have to agree with all of the games listed above (except Comix Zone) The sonic games of course (but I love them anyway, and who doesn't?) Mortal Kombat is also a no brainer. Also put in Altered Beast. It has just aged so poorly.
