Does 2.5D count or are we talking purely 2D?

To answer the question, I'm not sure. Astal was pretty amazing-looking and has to be up there. Super Tempo was gorgeous. Maybe some new-ish shooter deserves the nod, but I can't think of anything.

Not sure if they would be the best overall, but the early 90s Disney games (Aladdin, Lion King) have really good animation.
Saturn Rayman is good, so is ASStal.
You know, that's a question I'm hard bitten on, can't really decide...
