I had a graphics card some time back that had a breakout box with S-Video, if the game scales well to low-end hardware and also supports 640x480 you'll be fine.
Yeah, probably, though the Dreamcast model doesn't look that different from the original design, amusingly. The biggest problem has always been the quills anyway (Sonic looks completely wrong in Sonic R and Sonic World (the 3D part of Sonic Jam) because the quills aren't curved).
Would be sweet if all of the Taxman's Sonic remakes would make it to Steam, then you could just buy a raspberry pi.and stuff it inside a Genesis shell.
then install SteamOS on it and the moment you turn it on, bam! all the Sonic remakes on one console.
For what it's worth, even Sonic Boom looks decent. I figured it would have to be, since they were actually given enough time, even pushing the release date back and all:
