My take is this:
Taking full payment for a pre-order then commenting about not being able to refund all money (due to paypal fees?!) sounds like those of us who preordered have become investors in the development of the game. I never understood why a smaller deposit could not have been made instead of the full amount. Yes, it would be more trouble to follow up and collect from those who still wish to buy it whenever it is completed. Of course, full payment for the custom version.

I don't use PayPal that often but I think this is correct, if I'm wrong someone correct me.
PayPal I think takes close to 3% for domestic payments or closer to 4% for international payments. So $35 after PayPal fees, WM would get just over $33.
PayPal only allows to give a full refund without any additional PayPal fees for 60 days. So after that period *I think* PayPal would take an additional 3% to 4% to send the refund.
Those few dollars per refund will probably add up to a huge amount if everyone requests a refund. So obviously WM is hoping not many request a refund.
Accepting pre-orders through PayPal when the game wouldn't ship within PayPal's 60 day refund policy is probably the dumbest mistake they've made.
When the "mediocre at best" "vaporware" (which was preorderable since "2005") is "cancelled", perhaps we will explain all of our "dumb mistakes" we've made during the development and all the "haters" and "supporters" will see.

Paypals got asses covered on both sides.
If it came down to full refunding. Paypal would handle the loss and stick it to them in a self-serving manner which benefits them.
It would suck, yes. But it would be manageable.
If you didn't have paypal, all it would take is 1 customer not getting refunded to fall to chargebacks, or even deeper shit: report FTC offenses which can drop massive fines on a merchant's doorstep.
