Yeah I can confirm that. Had much trouble with Paypal in 2015/16.
We got a lawyer and the matter was solved quite quick.
However, Paypal still closed the account but in the end that doesn't matter.
Wow! Did you had to get a lawyer? what exactly happened? and they also closed your account?

Well I sold a iPhone 5s. The phone was payed with paypal and I passed it on to the buyer in person.
Later it turned out that the guy I met and gave the phone was a scammer.
He had hacked somebodies paypal and mail account. He had all the data about the account owner.
A few days later I got a message by the "buyer" saying he don't know what have happended and that he got hacked.
He used paypal buyer protection to get his money back. So I lost the money and the phone. But since I had already transfered the money to my bank account, the PP account was in minus now and Paypal wanted me to pay the money back. I said no because it is not my fault that somebody gets hacked and so on.
They didnt want to listen and even send a lawyer letter and such shit. I went to the police and I still refused to pay back and got a lawer myself.
He wrote a letter to them and from that time on they never contacted me again but left the PP account closed. So at least I was keeping my money.
Almost one year later I got contacted by the police. They found the phone and returned it to me. So I kept the money and got my phone back but had laywer expenses.
Everything could have been much easier if they would have just listened and not interfere with that stupid buyer protection.

About 600 Euro. But after loosing the phone and the money it would have been a double loss so I had to do something.
The lawyer costs were about 150 Euro on top.

Yeah, if you pull out the money and disconnect your bank account PayPal basically has no recourse. When I've sold higher value stuff on ebay and I fear getting burned I will do the same thing, pull out the cash and disconnect the account and wait for a bit to make sure no scamming goes on at me. Even if a case is opened and the case eventually decides in your favor later, they will take the money back out in the interim and that is stressful if it's a big amount of money floating over your head.
