I agree that you can't just start banning everyone, but as Lan Di said, there are a few rotten apples on this forum that really pull the discussion down. I think the main problem is that they have a tendency to spam back-to-back posts of poorly worded, poorly thought out rants that don't contribute to the discussion.

I've got to agree. Some people don't like SoR4? That's fine; lots of people didn't like SoR3 either. The problem is that the constant bashing and asinine arguments being made by a few come across as thread shitting, and have a chilling effect on any discussion of the topic itself: Streets of Rage 4.

Original SOR2 was a Final Fight ripoff, it had designs and moves stolen from shounen manga, Street Fighter and random movies, the music was confirmed to be full of ripoffs of club music of the era, characters were named after soy beans, and even the box art was a photoshop job (Axel looking like Jean-Claude Van Damme and check out the huge grinning Arnie Schwarzenegger as the backdrop).
It looked as much of an anime trope game compared to SOR1 as SOR4 does to you. I could keep listing other similar arguments against every game in the series, but you know what makes all of them bullshit? THE FACT THAT THE GAME IS GOOD.
And this is true for every game in the series, from the first up to SOR4. (even SOR3 had fun points, especially the original Japanese version)

As for Shiva's design, he looks badass in the original because he is a top assassin/bodyguard from a 80s karate movie, while in SOR4 he is a buddhist monk running a karate dojo that you visit to find more info on Mr. Y. He's not the semi-final boss anymore, basically.

Japanese developers always borrow idea's for each other and many got in on the Street Fighter II rip off act, including SEGA America with Enteral Champions.

And as for Box art. One only needs to look at various Mega Drive or Super Famicom, PC Eng games to see various box art inspired by USA films and actors/actresses and even sports stars. Check out the Arnie Schwarzenegger like character in Contra 3, The Arnie like art for Rastan Saga II , The Hulk Hogan Ripp of in Wrestle War.

And one play for Revenge of Shinobi see's various characters used from films LOL

Lots of games are Ripp Offs,not that matters, its like you said, its what you do with .I really couldn't care less if the likes Space Channel 5,Streets Of Rage,Decathlete, Last Bronx,Binary Domain, Deep Fear Etc.
were ripp offs.They are some of my all time fav Sega Games.

in every form of arts, everything is inspired from what came before.
Sega games were heavily inspired by the 80's / '90s pop culture, like many other games from other companies.

it was the same for SOR based on late '80s movie an music. SOR4 fails to maintain te same kind of inspiration, using a totally different kind of aestethics (modern french comic style that try to imitate japanese anime) that has nothing to do with SOR style.
