The only one that I know of is Galactic Attack/Layer Section 2. I'm pretty sure there are other shooters from Japan that support it.

You mean Layer Section 1, not 2.
From the top of my head, games that can switch modes are Shienryu, the psikyo shooters (Gunbird, Strikers, etc), at least one of the Capcom Generations titles (the one with Commando and Mercs), Donpachi, Dodonpachi.

This is a subject that interested me too and some time ago I took notes on the games that had such mode.
All the games I knew have already been referred in the posts above.
But I think 'Soukyu Gurentai Otokuyo' may have Tate mode because I wrote that down.

The thing about Galactic Attack is that some of the effects are different/better in TATE mode. I love that.
I checked that out by setting a 1084s monitor on its side. It’s quite a difference.

Yeah, Galactic Attack / Layer Section abuses linescrolls heavily, and when rotated this is not available, so a lot of the effects go away.
It does have an option to not rotate the controls however, so you can play it as a side scroller without needing to rotate your monitor, as long as you don't mind the score screen not being right.
