There is such a thing as putting too many secrets in your game. Given how barebones and unfinished the main game feels and how unsatisfying the things you unlock through normal gameplay, chasing endlessly after all these obscure hidden in-jokes is starting to make me feel tired.
Okay I've tracked down the secret areas in Bion-Mart, Reformatory and Central Park now. Here are the screenshots:

I wonder how many people have already reported the copyright trademark infringement to SEGA about Paprium using an exact copy of a Streets of Rage character & also the Golden Axe III character that WaterMelon Games used without permission.

Sega is going to find out one way or another. And I don't expect them to take lightly upon such blatant copyright infringement. Especially not since Sega still sell their retro games through classics compilations and emulation devices. People have received cease & desists for far less than this. It's kind of amazing how closed off from the real world Fonzie really is, if he thinks he can just include materials directly copied from Sega's IP into his game and that nobody will mind. He probably thinks it's fine because it's an homage and everyone will surely understand his good intentions. This could spell trouble for future reprints and re-releases.
I for one would have sued Sega for ripping Final Fight's main character off

This. There is a very clear legal difference between creating a character that looks similar to and is inspired by someone else's franchise, versus directly copying sprites from another game without permission. If the former wasn't allowed we could basically just give up creative arts altogether, because every painting or piece of music is always inspired by something else. Cody himself will also have been inspired by a character from some martial arts movie, that's just how these things go. But that's not the same as when Capcom or Sega had digitized clips from a movie and put those directly into their games; that is copying and that falls under copyright. It gets a bit more complicated if a character is trademarked, but even then it's usually fine if you loosely base another character on them, so long as you don't directly reference the original inspiration.

Even if streets of rage is my favourite beat em up saga, sega must be sued for the music of Sor 1 and Sor 2.

Correct, Cody was inspired by Tom Cody from the film Streets of Fire, which is also where the name Streets of Rage comes from. Final Fight also borrows elements from Double Dragon.
What Fonzie did was really stupid though, he narrowly avoided being sued by his own customers only to risk a lawsuit or C&D from Sega.
Can he alter the sprite via the MegaWire? That would be the best solution, just change it via software update.
