This a good point.
I agree with most of your points, despite not find the pixel art of poor quality, or that guy with the glasses a bad character, if you think about, the another male character seems totally anachronistic, imagine a guy dressed as a kickboxer 20th century, fighting in post-apocalypse game on the 21st century.
Actually i do not think it at all important, Skate in Streets of Rage 2 is a poorly character, but not really decreases the overall quality of the game.
I guess we all here thought a cangaroo and a cyber-FuManchu were all right in a contemporary setting, right? ¬¬
Skate in Streets of Rage 2 is a great character. He was their for the kids which were a good majority of the install base. I thought he was by far the coolest character as a youngster and I am sure I'm not alone on this.

Regarding the "If my little pony was cyberpunk..." comment
Mother of all the visual side of cyberpunk, The Long Tomorrow by Moebius (the comic that influenced Blade Runner in it's visual look).
Not exactly neon, but oooh color! Not everything needs to be Grimdark get out of your goth/metalhead cybertrollcave. It's cyberPUNK, not cyberGRIMDARK.

Don't mistake poofy Star Wars science fiction-like crap for cyberpunk. Cyberpunk is color.

People whining about pinkish hues need to grow up, or get more acquainted with the Cyberpunk genre, which goes way beyond Blade Runner (as awesome as it is).
Shinobi - the name means stealth.
Calm down, you have to understand that the stories in comics in the 70's had this style of colorization not by artistic choice but by technology limitations of the time and cost.
Another point that Blade Runner is not the only reference on the subject.
The Cyberpunk theme is the result of the works of Isaac Asimov's Foundation 1951
and Frank Herbert's Dune 1965.

Blade Runner is very neon-ish, don't know which movie you guys watched. Sure wasn't Blade Runner.
The pictures of Isaac Asimov's Foundation (great stuff i didn't know him... funnily enough I had a lecture which featured him today, but I didn't pay attention... now I do! those pictures look rad) look totally in tone of what I posted so... yeah.
I have a hard time callign Dune Cyberpunk, since it's Space Opera... But the cancelled movie version of Jodrowsky looks colorful at least! (had moebius as character designer)
And british cartoon artist Chris Foss doing the space ships
Dunno maybe it's a euro thing.

But back to some wise words someone said in this topic.. It's a beat'em up. Please do arcade standards of enemy grunts on screen. They promised it in this video:

People still do not understand that there may be many neons and lights, since used correctly. A living example of this is below, it is colorful cyber-punk and the best is well done!
