My guess is that Fonzie programmed the game for PC just to test things out, very common when developing for a retro console. This is why the pictures and videos have impossible color depths and translucency effects.
But I'm betting he can't get the game to run on Mega Drive hardware (maybe he's hitting sprite limits, or getting lots of lag) so his backup plan is to put an extra chip in the cart and have the whole game running on that and sending completed frames to the VDP.
That's where the Datenmeister (actually a generic processor that he's rebranding) comes in, but that's proven more complicated than he expected too. I don't think he wants to ask for help because it would be admitting that it's not really going to be a Genesis game, it's a game running on modern hardware using the Genesis for output.
At least, that's how it looks to me.
