People like making stuff for the Dreamcast because you can just boot straight from a CD-R. Why not just sell PS1 games with modchip instructions included?
Or I wonder if Sony would allow stuff like that to go on PSN. Has anyone ever pitched something like that?

You're giving the average person that dabbles in this stuff too much credit, just google a bit.. you'll see that a lot of them still need their
hand held during the disc burning process, you think those people would know how to install a modchip? I think opening the console is
already too much for them.
What makes the licensed games boot? do they have like a password encoded in them?

I need concise verified instructions for mod chips in general. I've been hesitating to bite the bullet on a PS1 and Saturn mod chip for over a year now, and only the Saturn one has solid documentation and installation instructions. The PS2 apparently needs something special for a soft modded memory card, or somebody with an already modded memory card. I haven't checked the Xbox yet. I think I just need to buy that boot loader disk for the Gamecube.
What really bugs me about mod chips or other hacks is nobody seems to care whether they cause the games to glitch out, or whether game rips are 100% authentic right down to the data placement and subsequent load times. I assume loading off a hard drive for the PS2 and Xbox, or whatever else has mods for hard drives, completely obliterates the original experience in regard to loads.
