Is this article published somewhere, or do you always put that much time/thought into a personal blog?
I think we all agree that the article in question was poorly thought out and shakily supported; you pretty much topple his argument.
Anything else I can say has been said a million times before - as long as Sega makes good games, who cares if they have a console; they need to stop whoring Sonic since no one cares about the franchise anymore. New IPs are the way to go.
And yes, they need to stop catering to the niches - mostly the arcade-action lovers at the top of the gaming age spectrum - and start releasing games to the younger (18 to 20-something) masses. As you pointed out, the demographic Sega's trying hardest to sell to is the one that keeps on burning Sega the most.
But maybe this just ties into the way Sega's style of gaming is dying? And if they change their style in order to stay relevant, how are they Sega anymore?
Perhaps Sega should make Nintendo games that Nintendo can't be bothered to. Fzero GX was great, and Mario & Sonic at the Olympics has been selling really well since it came out. Theres plenty of Nintendo franchises waiting to be updated - Punchout, Pilot Wings, Wave Race, Excite Bike, Yoshi etc.
Could be win win for both companies, Sega wouldn't be allowed to release any old crap by Nintendo, and it would help cover up for Nintendo's lack of development studios, and the absolute rubbish mini-game nonsense that third partys dish out on Wii.
As for releasing another console thats a stupid idea, Dreamcast had an amazing line up of games, and was far more powerful than the other consoles areound when it appeared, and they still couldn't succeed, what chance would they have going against three competitors who have already become established now.

I have yet to understand why they stopped supporting the Dreamcast when they went multi-platform. Doesn't make any sense at all. Back in 2001 or 2002, they just could have released a Dreamcast model #2 with the VGA box and the BBA built-in (and probably a redesigned controller with built-in rumble pack and VMU), and they would have had a nice little system there. - Atomiswave was introduced in 2003, and that was a watered down Dreamcast. Heck, they're still developing NAOMI games nowadays.
Using the Dreamcast on a chip technology, they probably would even have made some money.
The Mega Drive was far inferior to the NES in terms of diffusion rate and sales in the Japanese market, though there were ardent Sega users. But in the US and Europe, we knew Sega could challenge Nintendo. We aimed at dominating those markets, hiring experienced staff for our overseas department in Japan, and revitalising Sega of America and the ailing Virgin group in Europe.
Then we set about developing killer games.
