The Neo Geo CD and the Neo Geo have the same tech specs.

Are you referring to the CD loading? Well, the Neo Geo CD has A LOT more data to load than your average Sega CD game. The Sega CD has 6 megabits of RAM. The Neo Geo CD has 58 megabits of RAM. Both have a single speed CD drive. The second model of the Neo Geo CD added a 2X drive I believe, though that's still not fast enough.

Anyway, I would wager that Neo Geo games were on average more colorful than comparable SNES games. I am saying this based on color counts done on Neo Geo games and their SNES ports. See this website for more detail.

Look at the section on Neo Geo ports.
    I used to go there.

Do you actually believe that? Sure, that may have been a side effect, but it was more because Nintendo wanted to be paid every time a cart was made to run on their system. There were some quality standards but it was originally so they didn't get screwed on royalties like Atari did.

The cart Metal Slug 2 slows down every bit as much as the CD as far as I know. They revamped the engine for X and 3 so it got much smoother then.
