Can't say I know the American laws for this, but in Norway there are limits to what you can get without paying taxes on it.
But, if it is marked as a gift, the value can be 5 times as high, and that's why most of the Norwegian buyers out there want the sellers to mark the parcel as a gift. Unless we have to pay 25% of the "retail value" plus a fee of almos $20. Not funny if you ask me.
The sender must pay customs. When a japanese seller sends something to the states, the sender must pay customs. Usually this is included in the shipping price and accounts for the high shipping costs of many items from over seas.

not much help to you but I have had to pay customs on items coming into the UK from the US. it's quite high aswell and they add a service chage!! thats just cheeky if you ask me. Not only do they base the customs charge on the value of the itme but they also work into it the price of postage.
i.e. my SMS demo kiosk which weighs in at 15kg (and the seller managed to find the heavyest cardboard box I have ever witnessed.) came to $180 postage. so the customs guys had a party at my exspense.
In Estonia, anything outside EU which is above some weight will have Import Tax applied... I once got a 5KG package from Japan and I had to pay 40$ to get it (the sender payed less to send it to me....).

The worst I've ever been buggered on import tax was thanks to Play Asia - actually, it was the game in my avatar! I think the game & shipping was £20, and the taxes near doubled it. Wasn't too happy, but at least it's a good game.![]()
In Brazil, if your package comes with a declared value above 50 USD you're subject to taxes. This doesn't happen always though, I believe it's by sampling (I had mail with high declared values coming directly with no problem at all).
I had my Dreamcast taxed. And recently a mint US Keio Flying Squadron. All coming from the US...![]()
